Getting Comfortable in Croatia: How to Set up Utility Bills for Your New Property
by Welcome Center Croatia | Last updated Jan 30, 2022 | Published on Jan 30, 2022Once you buy a house or an apartment in Croatia, it is time to change the name on the utility bills to avoid any problems or misunderstandings. Most service providers enable changing the ownership via email, or, if you prefer, you can do it in person. When buying a property, make sure that the owner has paid all previous bills, so you would not end up spending extra money on costs that you did not make.
Services in different cities are done by different operators, which are, generally speaking, owned by local authorities. Depending on the city, you may have only 15 days to request the change, while other providers allow up to a month.
In the following paragraphs, we are going to explain in detail how to switch utilities in the four biggest cities in Croatia: Zagreb, Split, Rijeka, and Osijek
Setting up Water Bills
Zagreb
If the property has its own water meter, you will have to send a filled and signed request for changing the ownership and attach a copy of a document that proves it (a purchase contract) or a record of a property takeover if the apartment is purchased directly from the contractor.
The request will the necessary documents can be delivered in different ways:
- by snail mail (address: Vodoopskrba i odvodnja d.o.o., Eleonore Patačić 1b, 10 000 Zagreb)
- personally on the address Eleonore Patačić 1b, Zagreb
- scanned via email vio.info@zgh.hr
If a building has one water meter for all apartments, the change will be done by the City Housing and Municipal Services Company (GSKG).
Split
Here you will need a copy of one previous water bill, identity card and OIB, and proof of ownership. Depending on what suits you the best, you can hand in the documents in person in the Center for Consumers located in Hercegovačka 8, Split, by snail mail on the address Vodovod i kanalizacija d.o.o. Split, Hercegovačka 8, 21000 Split or by email info@vik-split.hr.
Rijeka
In addition to the filled and signed request, setting up water bills in Rijeka also requires a document with the proof of ownership and a serial number of the water meter with the current water meter readings.
The change can be requested personally on the address Dolac 14, Rijeka; by snail mail on the address KD VODOVOD I KANALIZACIJA d.o.o. Rijeka, Dolac 14, 51000 Rijeka, or via email registar@kdvik-rijeka.hr.
Osijek
A similar procedure is done in Vodovod Osijek as well. The change request with the proof of ownership has to be emailed to korisnik@vodovod.com, in person on the address Poljski put 1, Osijek; or by regular mail to Vodovod-Osijek d.o.o. za vodoopskrbu i odvodnju, Poljski put 1, 31000 Osijek.
Setting up Gas Bills
Zagreb
If you have gas, the new information about the owner will have to be changed in Zagrebački holding. First, you should download the form and fill it out. With the signed request, you should also prepare the purchase contract and current readings on the gas meter with the buyer's code (this info can be found on previous bills).
The documents can be sent via fax at 01 63 02 683 or email opskrba@gpz-opskrba.hr.
Rijeka
If your property is situated in the municipality of Rijeka, you should prepare:
- Copy of your ID card
- A record with the serial number of the gas meter and current readings
- Proof of ownership
The change can be done only in person at the address Dolac 14, Rijeka (Energo d.o.o.), from Monday to Friday (7-12 h).
Osijek
Before setting up a new name on the gas bills, the previous owner needs to cancel the existing contract. As a new owner, you should submit a request for a new contract with Hep-Plin, hand in the current gas readings and the proof of ownership.
The request can be submitted in person at Ulica cara Hadrijana 1, Osijek.
Setting up Electricity Bills
The majority of households in Croatia use HEP ODS as their electricity provider. If that is the case with your property, you will need:
- Request for a new contract
- Copy of your ID card
- Proof of the ownership
- Handover record with the current readings
Zagreb
If you bought a property in Zagreb, send the documentation to info.dpzagreb@hep.hr.
Split
For properties in Split, the paperwork mentioned above needs to be submitted to info.dpsplit@hep.hr.
Rijeka
Elektroprimorje Rijeka accepts the requests via email info.dprijeka@hep.hr.
Osijek
To change the ownership in Osijek, you can send the documents to info.dposijek@hep.hr.
